Non-commercial license, troubles with non-commercial license Options

for the last couple of days ive tried getting a non-commercial license waiting for 3-4 hours delete the entry and retry again and everytime i never receive a validation code to activate the license is there something wrong on my end or is there a way i can fix this thanks in advance.
